So, I go into Task Manager and end the Network Service "svchost.exe" file process that is still running at 50% and when ended a bunch of System and Local Service svchost files, etc. A Network Service svchost.exe file cannot complete and continuously runs at 50% of the CPU resources and thus, constipates the whole system for around 15 or so minutes where at that time it finds and connects to the network, yet still fails to get Internet access.
